v11.3 Error -10509 and frequent crashes

I don't think it is a permissions issue. My best guess at the moment
is it

has something to do with a bad compiled component. It appears that
the

database won't start up because when loading components it finds the
bad one

and crashes. I've been talking to tech support and will report back
once we

confirm the problem.
